He likes you. He is probably waiting on you to give him a positive signal... so many girls stand there like a deer in the headlights and it's ashame. If he is going to see you again, it might be that he is trying to play hard to get, waiting on you to chase him, but I doubt that is the case here, even though it did get you wondering right?! If he dois good looking or whatever and does this to girls, he could be doing it for the ego boost, but I doubt that too... hardly any guys are like that. Is that what you were thinking maybe? Like he was teasing you or something? Well the take home lesson is just to smile at every guy who looks at you.

Depends on the type of guy...maybe it means..."damn, she is hot...would love to get into those pants" or it could mean "that girl looks like someone with a great personality, very pretty, i would love to get to know her more" It completely depends on the situation, and person!
