some dogs prefer different tones, if you want it to come talk to it like your talking to a baby, in that higher pitched voice. i too just adopted a 3 1/2 year old and he didn't come at first. what i did was signs, almost like sign language, and when i did the same signal over and over again he started coming and grew closer to me. so just give it time and he will soon listen to you.

You should read:
"The Other End of the Leash" by Patricia McConnell
This book discusses how dogs communicate vs. how humans communicate. There are two thing that might be going on:
1) not effectively communicating with the dog (your body language might be telling the dog to stay away, even if you are saying "come")
2) the dog hasn't learned that coming when you call is a good thing
To fix the first, read the book. It suggests things like: using repeated short high-pitched tones (Come-come-come-come-come); turning and running away from the dog when calling her, which incites her chase instinct, and always reward her with treats/affection/praise/etc when she does what you ask; and other things. The treats/praise when reponding address the second idea above. Another good idea is to get a book on positive dog training, or better yet, sign up for a positive dog training course (clicker training--the most effective method; uses the same training principles used for performance animals like at Sea World).
Most important: have fun with training the dog and relax. The calmer you are, the easier it will be.

what you should try is putting your dog on a leash for a few weeks and take it with you wherever you g in tthe house, this way you can start to bond much better, also, you could then use a very happy tone of voice when you call it - keep it on the leash or a long line and if the dog doesn't come, just real him in and eventually he will get it, make sure if he comes, give him lots of preizeand attention and treats and he will understand what come means.

he hasn't been trained to. Find a treat like lunchmeat, hide places in the house and call him like he's the greatest in the whole world "Come FIDO" then only use that treat for comes. Practice practice practice, then outside on a longer lead or in a fenced area. Eventually he will. he won't be "proofed" until he's almost 2

You might want to spend alittle more time with her and keep talking to her in a soothing voice. maybe your voice is too rough. but the one thing, keep talking to her....

you remind the dog of the person that beat her and caused her to go to the shelter. dogs are like that, voice, built, etc.
