Never heard of high blood pressure doing that. The lumps sound more like swollen lymph nodes indicating an infection someplace in the upper body or arms.

Absolutely and unequivocally NO. 'Knots' under the armpits are usually due to enlargement of lymph nodes and should always be brought to the physician's attention as they may be the sign of 1 of a variety of potentially serious conditions. Fortunately - they may also be the sign of something simple such as skin irritation or infection - but please see your physician.
