If you are asking does California have an area that is considered the center of the arts community, not really. The center of the film community is of course, Los Angeles or Hollywood, and the people who live there would say that is the center. Downtown Los Angeles has many artists lofts as well.
The more cultured city would be San Francisco, with a better Ballet company, Opera, Orchestra, etc. The older seaside communities of Laguna Beach and Carmel/Monterey have long attracted many painters and sculptors and thus these areas are filled with art galleries, shows and many artists living in the areas today who basically support these communities.
But to say there is a definitive "center" of the arts in California, no, I would say there is not.

Los Angeles county Museum of Art, The Getty Museum, Norton Simon, North Hollywood district, some places on melrose, Santa Monica has their museum of modern art. Ojai hs an artist colony.
