You do have to have witnesses - but most court houses can provide them. Just let them know and they will have one of the staff members witness the union.

We went to a cheezy wedding chapel with no witnesses. The employees of the chapel were our witnesses. I am sure they can grab a couple of people from another office to help you out.

The court should be able to provide two witnesses (Court Clerks, etc.). Might want to check with them though.

There should be people there who can stand in. They would probably just call in a couple of employees (or maybe those in line behind you) to witness.

All you have to do is find some guy on the street, and offer to buy him a tall can in trade for him being a witness.

Ask the court secratary or anyone else who may be in the office or ask someone you know even if it's not a close friend.

you can use someone who works at the courthouse. you don't need the witnesses to be close friends or family. that's what my cousin did when she got married on the spur of the moment to her long time boyfriend.
