Has he said he wants to be your boyfriend? Sounds like a controlling type. Love you? As a relationship isn't actually going on,I'd say no-but possibly one day.
Ask him what he means by this-what is he wanting? As long as he isn't 'talking to other girls' (you said that means going out)-then fair enough.
