This is one of the tragic things about the foster care system in this country...that kids get sepaprated from not only their families, but their friends and schools, too. If possible, try to call his caseworker (call your local DFCS office and they will direct you). Better yet, see if your mom will call. Explain what the situation is and inquire about seeing him. The caseworkers will only allow you to see each other if it is in your boyfriend's best interest. Act mature and expect to be questioned. You may even have to take a drug screen. His shelter guardians or foster parents will also have a say. Good luck to you.

Don't treat him any different. Find out if he wants sympathy or if he just wants to be left alone. You don't wanna seem desperate. Ask if he wants to talk about it. Im sorry but everything will get better.
