City council, town manager or mayor. A letter to any of these will get the issue addressed....maybe not solved but it will at least let someone in authority know there is concern!!!
You could also get a petition signed by registered voters in your area who share the same concern and present it to the same officials for added BAM!!

ya, call the police departtment or go to the city hall and talk to someone directly. maybe bring it up at a city council meeting.
