i had noticed about 2 days after getting new underwear that had lace around the edges, that i was getting a rash, or what looks like a rash.. it is right on my panty lines.. the bumps are red when irratated and when i scratched it, they seemed to swell.. is this a real rash condition or is it herpes? cause when i looked up pictures of herpes they were yellowish and pusish looking and they don't look like that? what is your opionion?

Sounds like you have a common heat rash. Try extra moisturizing when you bathe, and use an after bath powder to control moisture.
It may also (or instead) be that the lace edges of your pretty new underwear are acting as an irritant.

Seems to me like the lace of the panties are irritating your skin.that's all!
