Your hair will not stop growing. It grows just as fast as it would without a relaxer (usually about 1/2inch per month). To keep your hair healthy, you'll want to either get regular deep conditioning treatments from your stylist or ask what you should use at home. Any stylist will know this, but make sure they aren't overlapping the area that was relaxed; once it grows in, they will only need to relax the new growth. Breakage can happen depending on the integrity of your hair. Before relaxing, you should ask a professional about their thoughts on your specific hair type.
If you're looking for a change in texture to make it easier to work with, but don't necessarily want your hair poker straight, ask your stylist about a retexturizer. It's less damaging.

Your hair will stil grow, but you have to be extra careful to keep your hair moisturized because the relaxer makes your hair dryer. If it gets too dry, it will start breaking off. Some tips to keep relaxed hair healthy is to wash/deep condition at least once per week. Stay away from curling irons. Stay away from color. Do not get touch ups more often than 6-8 weeks or so. For some good info on how to grow relaxed hair (esp. if you have African American hair), go to longhaircareforum.com. Lots of good info there.

Your hair will still grow. Once you put in the relaxer after a month or so, you can see the new growth at your roots. Relaxer's do have the tendency to cause breakage to your hair. So even though it's growing unless you deep condition and not wet it every day you really won't see any changes to your lenght.

I used a relaxer in my hair once and I had a patch of hair at the top corner of my hairline break off and quit growing. In general it doesn't make your hair stop growing, but if you have weak follicles, I think the chemicals can damage how well they function.

Yes, if you take care of it. I do not know how fast, but it will grow. Nothing works overnight. Do not use heated appliances to your hair. Wrap your hair up at night. Add moisture to it at least twice a week.
