In my opinion I think that when a man is having a conversation with a woman and he keeps constant eye contact with her then it must mean that he is actualy paying attention to the conversation, however some pals of mine argue that it really means that the guy is either A:interested in the woman or B: not really paying attention.
Well?
I know of a couple of guys that carry pretty good eye contact with me and I just assume that they are paying attention to what I say which I find to be good, honest, and respects that they are not looking elsewhere.

I believe eye contact depends on the culture.
For instance here in Mexico eye contact was not very common in the last decade, if I go to USA I see many people do like eye contact, others will feel bad, either way is important way to comunicate a feeling and that may be respect, someone who is talking to me and doesnt have eye contact at me all the time doesnt mean that is not paying attention eiter, maybe lack of interest on the topic.

Eye contact is hard to explain and to understand sometimes.

This is not about gender really. I hate the constant look you in the eye behavior. I converse for a living and i and my clients do not stare at each other while speaking. I glance all around, and if you were to question me i would be able to tell you everything that was said so my attention is still there. IN some cultures it is rude to make eye contact at all...so i don`t think it is generalizable...one shouldn`t assume one thing or another.

Some people can not keep eye contact as it makes them feel uncomfortable (me included) but this does not mean they are not listening.
As a manager i have learned that looking at an area above or below the eye has the same effect but is not as intimidating, i still feel nervous if i have to speak to one person but can lecture to a hall full of people with no problem.

Well with a guy it could be both. So it is hard to answer. If he dose not make eye contact all the time it could be how the guy is. If he sometimes makes eye contact then another time he dose not make eye contact then yes he is not paying attention.
