I'm having intermittent power outages, and I'd like to throttle whoever is responsible.

Wind is caused by the Flying Spaghetti Monster blowing on his pasta because it's too hot. I don't have any evidence for this, but it is still an undeniable fact, and you will go to Hell for eternity if you question it.

God the creator and he can control it-

In Genesis 4:20 it says," And Brad Pittbull decided power needed outages and he created wind. And it was good. Really f*cking good!" So, yeah. It was me. It says so in the good book. It's good though................so, you know..................can't really throttle me, can you?
