have you tried store credit cards, like Target or Kohls or JC Penney? Usually they'll approve anyone and give you a low credit limit of $350-$500. It's a start. The next time you're in those stores and they ask "would you like to save 10% today by opening a charge account?" Say "HECK YES!" They can approve you within a couple of minutes. When I was younger and needed to establish credit, that's how I started...with Sears and Montgomery Wards.

Did you try a secured card maybe? If you have the funds you can place the money on there and then use the card like a credit card. If you stay good with the payments, after one year you will get the deposit back including interest, you may also get a credit increase on your card. I know Bank of America does this and they have a minimum of $250---however they do have an annual fee of $29 bucks.
Also are you a student? if so a lot of companies have cards for students...
However, in my opinion I would try to go to my bank first and see what they offer especially if you already have a relationship with them. Credit unions are better than for profit banks, so if you know anyone that is a member of one, ask them to get you an account there, and see what types of cards they have to offer for you!

First things first. In order to have good credit you need to have a good history. Don't even think about applying for the real credit cards before you know your score is in the 600s, or you're wasting your time (go to myFico.com to check your credit scores).
At the beginning, you need to partner with companies that will report to all three (3) credit bureaus, but won’t pull your credit. Crown Jewelers is a great company that will give you a small credit line and report to all three (3) credit bureaus. Easy approval.

Second, open a secured credit card. New Millenium Bank is an excellent choice. They won’t check your credit and report to all three (3) credit bureaus. You can even pay your bill online. A great card.

You need these revolving trade-lines at the beginning because they are HIGHLY weighted in credit scoring. Keep your balance –to- credit limit ratio low. Never miss a payment. Once your score reaches the mid-600s, you can apply for a real card from Chase or Citibank. This is how I started out and I have great cards with good limits...but it took time.

If your paying off a cell phone on time or have a car payment you should be able to get a credit card. Also you can LIE and say your a student if your not and your young. That's how i got my first Discover- it's just has a limit of like $200.

And also Capital One is good about 1st credit card with low amount on it.

stay away from the store credit cards. go down to your bank that you work with and ask them the best way to get your credit going. it may be a personal line of credit or a credit card. they will be able to help you out.

try going to http://www.creditcards.com and that site should help you find the card that's right for you. I know how frustrating it can be not to be able to get credit. But try that site and see what happens. Good Luck!
