I have 2 cats... both about 7-8 months old. 1 is an all black cat who loves going outside for hours and makes his way in when he wants. The other is a tabby cat and he used to be ok with going outside and playing with his "brother" but now he seems scared to go out or even leave the deck area for too long. 1 minute he's out and then the next minute he wants to go back in. He needs to be outside so he doesn't ruin the house, he's already going to the bathroom in weird places even though he knows how to use the litter box and is tear pieces of wall paper off the wall and just makes a mess of anything he can get his hands on. How do I get this little guy to feel comfortable with going outside again? He used to be fine and maybe got scared by another cat in the area or something but he needs to go out and get some of this energy out of his system. HELP!

If you really cared about your cat you would want them inside where it is safe. I would suggest finding it a new and safe home for these cats if you are not willing to work with them to stop the bad behaviors.
Cats can be trained and not have bad behaviors like tearing up the wallpaper or not using the litter box. One idea is to get toys and a scratching post to encourage them to use it instead. You can make the scratching post more irresistable by rubbing catnip on it.
There are many reasons why a cat will not use a litter box and you need to find out why in order to correct this behavior. First I would take them to the vet to make sure they are not sick which is one reason they don't use the litter box.
In my opinion, people that value material things more than life should not have pets for they are the ones that will dump them or take them to the shelter when they are tired of them.

Have you provided a litter box? Is it necessary for your cat to "go" outside?
Other than the fact that the 'great outdoors' is a dangerous place for kitties, this is typically frowned upon, especially if you have neighbours who like to garden.

Your cat may have been spooked by something outside. Give him time, but provide him with a clean litterbox, maybe near the door, that he can go into without going too far from home.

Make sure that you thoroughly clean and disinfect any soiled areas. Use vinegar or baking soda; if he smells himself he may continue to use the same area.

When we wanted our cat to go outside we brought him out for a few minutes each day. We stayed out there with him and each day we kept him out longer and longer while he explored around. Eventunately he would stay out all by himself and only come in for food, water, or when we called him

He may be sick with a bladder infection or something, take him to the vet. Otherwise keep him confined in a small area when you arent with him, like the laundry room or leave him in the garage.
