Many dry cleaners will clean an American flag for free. Be careful many flags are not color safe, the wrong cleaning products can damage the threads in the cloth. Once cleaned it should be put in an airtight container and kept from UV rays to keep the cloth from deteriorating any faster than it already is.

I wouldn't , I would only spot clean it. If I had to, I would have dry cleaned it. If you are framing it, ask the frame shop, they deal with that kind of stuff all the time.
