Would you, or is there any real reason to tell the person you're developing strong feelings for that you're falling in love with them or do you wait until you're already in love....?? Is there a difference between falling in love and being in love?

You need to say I love you only if your in love, so while your wondering if you are in love or not you may want to wait before you say anything until you know because Love is a Dangerous game to play with. When you love someone you know and it is OK to express how you feel then

well if the person show any signs of interest in u, i think u should tell. falling in love is getting of the process of loving somebody. being in love is that u r with that some body and u r developing more feelings for her every second.

Falling in love is magical - being in love is even more wonderful, learning everything about the other person, the sex is new and should be extremely satisfying, each one trying to please the other in every way - You have to ask yourself if the other person feels the same, you don't want to scare him off.
