my neighbors mom got that and i does not work trust me she had a faint moustanche and it didnt go away but instaed bleached her skin and dyed her moustache black!

There isn't a simple answer on this one.
Hair on the face is the result of stimulation by testosterone, a hormone of which males have a lot but most females have a much more limited amount, most of which is effectively neutralised by SHBG (which females produce in quantity) and by the effects of estrogen, which most females produce in large quantities but males only in small quantities.
If you're a female and have obvious facial hair the reasons may be
* you were exposed to considerable amounts of testosterone before you were born and thus your skin was sensisitised to respond to testoterone in adult life (in that case you're like to have ring fingers longer than your index fingers)
and/or
* you've got higher than normal testosterone levels
and/or
* you've got lower than normal SHBG production
and/or
* you've got lower than normal estrogen production
If you don't get your hormones, and especially your level of "free" testosterone into the normal female range, the facial hair will just keep coming back, no matter what you do.
Every method of facial hair removal has its problems, not least because what is damaging to hair is also likely to be damaging to skin. If the hair is coarse and pigmented, then anything strong enough to remove the hair is likely to damage the skin, especially with repeated use.
And that applies to electrolysis (can lead to bad scarring), laser (can lead to scarring and bad discolouration), chemical depilatories (can lead to bad puckering and discolouration), waxing (can lead to scarring, puckering and discolouration), and plucking, threading and epilation( as for waxing).
Shaving doesn't last all that long ( it depends on how strong your hair growth is) but it has no particular side-effects and, contrary to rumour, doesn't strengthen growth (it's waxing, plucking etc. that strengthen growth, but only where the growth is hormonally-driven).
For the sake of the record, most Caucasian women remove hair from their uppper lip about once a month. Once a week would indicate heavy growth for a woman. Twice a week would be very heavy growth for a woman. More than twice a week would be into the normal range for a male. However, it's important to remember that there's a considerable overlap between the sexes and any doctor in general practice will tell you that they've got several female patients who shave (the face) every day.

The most effective and long lasting hair removal method for facial hair is laser.
Rather than spend a fortune on salon treatments, you can just as easily buy a home laser hair removal kit and treat facial hair yourself, in the privacy of your own home.
The Rio for example uses a safe 808nm diverging laser and treats one hair at a time as opposed to salon lasers that can treat 1cm squared patches.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Sally Hansen wax strips work really well. You don't have to deal with the hot wax, you just rub them between your hands and they are ready to go. That's what I use.
That being said, my mom is going to get laser removal soon, and the person she talked to there said that long-term use of nair, wax strips, etc. around your lip will eventually lead to "smoker's lip" where you get wrinkles around your mouth.
