i dont have money taken out my pay check so i suppose to pay my own taxes so who do i pay it to

This will probably answer your questions. I have done independent contract work in the past and filed a 1099 with state and federal government - as an independent contractor I felt like I paid out the yazoo for taxes and set myself up to pay on a quarterly schedule - would highly recomment that!

you get the IRS form, same form everyone uses.
but you should probably do it quarterly.
you send it to the IRS. check their website.
you can get the forms there.
