Kaposi's Sarcoma is sometimes a result of AIDS. Usually late term. This can be anywhere on on the body including the mouth. The only definitive result though is a blood test. This type of cancer, although rare, does occur in non AIDS patients. Refer to the link below for more info.

Nope. To be accurate, either a mouth swab, urine sample, or blood sample is needed. And, even when a mouth swab or urine sample is used, a blood sample is still needed to confirm the results.

Also, note that you don't get tested for AIDS, you get tested for HIV (particularly HIV antibodies). HIV is the virus that causes AIDS after it has largely suppressed the human immune system.

I know there is such a thing as "AIDS rash", but to be sure a person must have a blood test done. I am not sure if the "rash" can occur in a persons mouth.

No. Not by looking in your mouth. Doctors can take a sample of your saliva and skin cells in you mouth and test it for HIV.

No they cannot. You have to have a real test for the HIV to find out if you have AIDS.
