Just so C. Arnau & Man With... know, cardiovascular exercises are what burn off fat the most. There isn't any such thing as "spot burning"-- you lose weight kind of like onion skin-- it's layers off your entire body, but the more weight you have to lose in certain areas, the more weight loss you can experience in certain spots, therefore it's not always noticeable that the whole body is losing.
ANY cardio will help, but running & jump rope are great because you can keep your abs contracted while doing these. You will of course get fat off the arms thru cardio, too, but push-ups are among the highest in efficiency for improving your arms and abs simulateneously, because you have to keep your abs contracted during push-ups too, meaning more muscle building there.

A good arm work out could include two or three biceps exercises and three triceps exercises. There are so many different types of arm work outs. You can work out with machines or with free weights or combining the two. There are also a lot of good exercises that you can do with just your own bodyweight as resistance. For instance triceps dips and pull-ups are two good basic but hard exercises that involve arms.

Running, cross country skiing, elliptical trainers, snow shoeing, Nordic walking, bicycling, swimming, jumping rope. . . want any more? Again, spot reduction does not exist. You work on taking the fat off and it will eventually come off. If you want to bring up the appearance of a certain area, use strength training or calisthenics to condition it.

you can't do cardio exercises specifically for your arms and stomach - cardio basically means you're getting your heartrate up.
Try situps and pushups thought to tone and strengthen your arms and tummy.
