For a female that is an ok height and weight for a male maybe a little small.
It depends on the dog.
I had one male who was 30 inches at the shoulder and weighed in at 100 pounds when he was about 1 year old. As a pup he was 30 pounds at 12 weeks.
I have a male now that only weighs about 60 pounds and is about 26 inches at the shoulder.
Normal weight is between 60-80 pounds males should be about 27 inches at the shoulder. Females about 25 inches and weight about 50-70 pounds.

It depends on the frame as well as the height. The best person to assess conformation and condition is either a show judge or a vet.
If your dog is in good health and good condition then his weight will be about right for his frame and height! There is some leeway as muscle weighs more than fat, plus growing dogs are often skinny and lanky.
As a rough guide, without being able to see your dog, you should be able to feel all his ribs with your fingertips. And the hip bones on his back should be covered with a pad of muscle and fat.

Full grown they should be: shoulder size is (26 ¼ - 31 in) for dogs and 63 – 68cm (25-29 in) for bitches. The weight is between 32 – 45kg (85 – 130lb) for dogs.
