First thing you have to ask is what is the airplane going to be used for because one airplane that is really good for a certain task may be poor at another.
An example is do u need a plane that will be good on floats or do u need something that will be good at moving a few people at high speeds.
if your aircraft is good on floats it will have to have wings with a deeper camber which will produce a lot of lift at low speds something that is neccesary if you are trying to take off of water with a lot of weight, but due to the deep camber of the wing it will not be able to travel as fast. if you want an aircraft that can go fast then you will need a laminar wing which has the spar at 50% chord and will allow for much less drag but also requires higher speed to produce the same amount of lift so one will have to travel a lot faster on the ground before they can take off

I'm assuming you are asking how you build a good airplane. You first Start with a proven well engineered design and build each of the hundreds of parts exactly as detailed in the plans. Each of these parts , no matter how small should be built like it is the sole part that is keeping you in the air. when all the parts are built, then you start assembling them all. Actually you would have started assembling different components by now. When all the components are assembled, you take them out to the airport and after it is properly inspected, you, of a more qualified pilot will test fly it

By having a good designer and fabricator and using the right material. If you are talking about homebuilts join EAA and buy a kit.
