They both come from the same plant, but, as with red and green peppers, the final color has to do with their ripeness. Peppercorns are the berries of the pepper plant, which is native to Southern Asia.
A black peppercorn is picked when still green and dried in the sun until it turns black. A white peppercorn ripens fully on the vine before it is picked. Black pepper has a slightly hotter flavor and aroma. As with any spice, if you grind the pepper as you use it, it will have lots more flavor than if it was ground in a factory months ago and sat on the shelves in the grocery store before it sat on your shelf. So the question of how much to use is very much a matter of personal preference.
Often white pepper is called for in a recipe for a light-colored food or sauce for aesthetic reasons.
I like white pepper much better. It's usually ground more finely than black, it's much more expensive, and it tastes REALLY good on mac-n-cheese.

I don't believe there is any difference. The only reason that black pepper tastes stronger is because it is usually ground into larger pieces than the finely ground white pepper and as such, your taste buds experience more surface area per part and thus it tastes stronger. The development of the peppercorn is: when growing in the tree, it starts as a green corn, then turns red, then turns brown, then turns black. To get white pepper, the black outer shell is removed and the insides ground into white pepper.

Yes there is a difference.... Black pepper is the fruit from the pepper plant.. (kindda like this tree thingy that has berries.. they dry.. and it's black pepper) White pepper is from the seed of the pepper plant..
It's more mild

Yes, black pepper has the outer shell as well as the inner white core. I think the inner core all heat and no taste whereas the outer shell contains aromatic oils giving a far superior flavour

Its all the same stuff except black pepper is roasted? I think and does taste slightly different and tastes better. After all you wouldnt put white pepper on your pizza would ya?

yes there is a difference but not very noticable...
White pepper is slightly milder
I use White pepper to season things that I don't want any noticable black particles in such as mashed potatos and things like that
