No one can tell you the original person who said those words first. However, the western world was first really introduced to the idea and phrase by René Descartes in Discourse on Method (1637).
This was the same book to introduce the idea "I think therefore I am."
Descartes was a Frenchman most known for being the "founder of Modern philosophy"

It's been said in a lot of different ways by a lot of different people. It's just one of those sayings which doesn't really have a definite first source, as far as I know. Basically whoever first started believing in gods and/or fate was probably the first person to say it.
