Try reducing the oven temperature 25 degrees. Higher heat will make the cookies raise faster in the oven, leading to a puffy, cakelike texture. Lower heat will permit the batter to melt and spread a bit more before raising and setting, leading to a flatter cookie. You might want to get an oven thermometer to check if the temperature of your oven is accurate.
If you continue to have problems with your recipe, try one of the following:
--Reduce the baking soda or baking powder by 25% (usually about 1/4 tsp). This will lessen the rise.
--Increase the sugar by 1/4 cup or reduce the flour by the same amount. A higher sugar ratio encourages spread.
Sometimes getting a cookie or cake recipe just right is a matter of experimentation, but I suspect lowering the oven heat will help.

Any recipe that has baking soda, baking powder, or eggs will puff some. If you use a recipe that calls for rolling out the dough and cutting it out with cutters it will not puff very much.

Don't cook them too long, don't add a lot of baking soda and make sure you aren't using self-rising flour. Also, cut the liquid a little and there on't be as much steam to puff them up.

After I take the cookies out of the oven I take the whole pan and drop it on my table, it flattens the cookies sometimes I have to do it 2-3 times. I've seen it done on a cooking show and it works for me.

Make sure they are very flat when you roll them out. Also keep the size of the cookies down. I made about 4 dozen with the wife last weekend.
