If a US Citizen wants to marry someone on Student Visa (currently on OPT), what is the procedure?

What is the procedure so that the student does not have to leave the US?

Make sure her status is still legal, get married and adjust status to that of an immigrant. It is much easier than if she was her illegally, although it can still be done. Once married, start the procedure by filing an I-130 petition. Good luck!

Send out wedding invitation, book a chapel, stare in shock at the reception costs, and all of the other marriage-related stuff.

After you are married download the appropriate forms from the INS website and follow the instructions.
