The answer is C. to prevent the government from becoming too powerful. The reason this is is because when the Constitution was written there were a number of laws and restrictions that were left out that . Immediately following the ratification of the Constitution Adams pressed for several of the laws that had been left out of the orginal document to be put forth into what was called the Bill of Rights. These were the first ten amendments to the Constitution and are some of the greatest amendments that we have to this date.
