infant son requires 4cc of benedrill i have a 0.4 ml dropper is this dosage correct?

No. Way No! 4cc = 4ml, not 0.4ml which equals 0.4cc

I would call and consult with the pediatrician to ensure the correct dosage!! But the other answers are correct 1 cc = 1 ml
The next site has the recommended dosages based on weight for Benadryl. I hope he feels better!!!

Cubic centimeter (cc)= milliliter (ml). Therefore the child has to be given one teaspoonful (4 ml) of benedrill (or Benadryl-Parke-devis?) One tablespoon=15 ml.

1ml is equal to 1 cc.
Either your dropper is marked wrong or you are reading it wrong or it's the wrong dropper.
