Usually this is covered in the employee code of conduct, nepotism, and workplace harrasment policies.
Here is what is should be covered in General:
1. Don't bring your drama to work.
2. Remember you still have to work with that person if you break up.

Of course, the rule should be, use your common sense. Making love on your desk after work is not something that should be banned, but it is something that almost everyone knows is in poor form, doing so on someone else's desk is really offensive. So just say no in this regard.
Sweet talk, on the other hand is always sweet between consenting adults, as long as the customer is not waiting and within ear shot.
If a fellow employee asks you to stop approaching them or talking to them in that manner according to the offended person, let that be a perfect time to correct your behavior even if the offended is misunderstanding you or being just to sensitive.
If you happen to have a specific question about appropriate behavior at work, it is, automatically, against the rules.
If the boss or another supervisor is an offending person in this regard, romances at work, appropriate action will be required of management and other designated leaders.
So, let it be posted in all employees minds that appropriate behavior is always required while working in this shop.
Good question.

Most of the big companies I have worked for have a "non-fraternization policy" which covers everything from dinner parties to dating. These policies are more to protect the company against a possible sexual harassment suit than anything else.
Personally, I never date anyone I work with. I have seen it get weird/ugly too many times. You have to think about whether or not you and the person your dating could deal with one or both of you were to be fired because of your relationship.

I do. The funny thing is when romance happens no one can stop it and the whole idea of influencing free will is god like. I think it should be addressed but let the powers to be control the situation not healthy for romance. A rule like if your married and go to strip clubs it's a bad direction choice. What are you doing and why stuff. What happens when you break up are you going to break up with the employer too.

The only policy that should be in place is always remember to cover your member.
