Only if you want to spend time in the Federal Penitentiary. I have a friend who's mounted one. Federal authorities were at his door en masse and confiscated said mount. If it weren't for his native american ancestry, he would have spent 10 years in jail and a minimum of $25,000 in applicable fines. I would remove this question, get my affairs in order (dig a hole) and never say a word about this again. With all due respect, if you "accidentally" shot a bald eagle, you need to quit shooting! You are a disgrace!!!

No, it's not legal, and you would go to jail for shooting the bird. Even if you found it, already dead, you couldn't get it mounted. The only people who can posess any parts of an eagle, legally, are Native Americans.
