If someone is unable to zone out any conversations and noises that are happening around them, if they don't want to pay attention to the conversations or sounds, etc but can't stop.
If someone has symptoms of everything just being too "Loud" and sometimes on medicines they feel things are "quiet" and they don't have to focus on or pay attention to the conversations, and sounds.
If the conversations and sounds they hear are actual conversations and sounds verified by friends and other people and not hallucinations.
If it really really bothers them that they can not make their mind stop paying attention especially when they want to do something else or focus on something else.
Is there a name for those symptoms? or is there a name for the condition they are suffering with?

Yes! That is a primary symptom of both BiPolar Disorder and UniPolar Disorder. Also, some anxiety disorders have this symptom. I strongly suggest you speak to your doctor.
