I am a heavy smoker and and top of that I have just gotten this nasty cold. I find myself coughing up flem all the time and it is gross. It is so gross that if I swallow it back down, I will throw up. If I try to cough/hack it out, it makes a disgusting sound and then I have to spit it somewhere.

Carry tissues and spit it into that, then throw it away. If it's that bad, use paper towels. They're extra absorbent. Then make sure you use a trash can liner and take the trash out at the end of the day. That way you're not gagging and keeping the nasty stuff inside of you, and you're being as sanitary as possible. Consider quitting smoking and wash your hands ALL THE TIME! Purell and Lysol baby!

If you can't get to the nearest sink or bathroom, spit it into a folded tissue paper, kitchen paper towels or paper napkins. Make sure it is thick enough to hold the phlegm and wrapped around it. You can then throw it into a garbage bin nearby. Doing this is so refined, polite, clean and easy. So always have tissue papers, napkins or kitchen paper towels on you for this purpose.
(Sometimes I have this phlegm problem too.) You should stop smoking as smoking causes lung cancer.

The best way to get rid of phlegm is to spit it where no one will either see you, hear you, or find it afterwards. I will admit, though, that in this particular case it can be problematic- finding a public restroom with no one around in it at the time can be tough. To really tackle the issue at the core(so the problem won't be there to have to deal with), quit smoking.
