1. eat healthy, every day.
2. exercise 4-5 times per week for at least 30 minutes each time.
3. using loofah mits and a bodywash or lotion, massage your thighs and butt for 10 minutes each in the shower whenever you shower (this breaks up the cellulite and releases the impurities trapped in it)
4. Drink 8-10 glasses of water every day, more if you're working out in the heat. (this flushes out the toxins you released when you broke up the cellulite.)

Every time a person over-eats fats the body creates new fat cells to contain it. A person is born with a set number but pregnancy and weight gain increase your number of fat cells. Once you have them you can't get rid of them except by liposuction. You can make them smaller by excercising and eating right, though. Your best bet is to just not over-eat to prevent getting the 'cottage cheese' or 'orange peel' look.

The only thing you can do to prevent cellulite is exercise to ease it and put plenty of thick moisturizers on them.

There is really nothing you can do as they are a product of gaining and losing weight.
It has something to do with the way your fat decides to gather depending on your heredity and how rapidly and how often you have gained and lost weight in your lifetime.

You will notice it gets worse when you are retaining water.
