My daughter will be taking her first airline trip, she is 14. Does she have to have a picture ID?

You didn't mention if she was going alone or with a parent. If she is going alone then yes. If not then its just wise to carry a birth certificate. This is what I was told when I brought my 10 year old on vacation within the states.

Of course she needs to have a photo ID if she's over 12 years. Is a requirement for all airlines and is also a condition from the Federal Aviation Administration.

Yes. TSA requires children from the age of 12 to adult to have a identification. But if you are flying with her no identification is not needed.

Yes she does usually everyone that travels in the air has to have a passport the passport has to have a picture of the the person that it belongs to. If she does not have a passport you will have to get her one so she can go.
