I am super overweight but at 5'9" I weigh 315 lbs. I used to lift weights a lot so I know that may be some of it but sometimes I meet people who literally weigh 100lbs less than me but are just really really wide and just fat. Do they just have that little muscle?

Less muscle. Genetics affect the where the fat goes on the body. Height. Many other factors. I weigh the same as my friend, but my hips are wider, and she's taller. It all evens out.

Some people have less muscle.

Could be less muscle... could be something else. Larger waist ratio, bulging stomach, could be an indicator of heart disease.
