They don't have to desire high crime rates, the rates will continue to increase as long as the people believe that making more things illegal will stop people from doing those things. It did not work with prohibition; and it does not work now.
Harsher and longer prison sentences just mean that taxpayers have to pay more to keep the criminals behind bars.
Crime rates will go down when people realize that thee is no quick fix, that society will only improve when people are taught to take responsibility for their actions, and that is learned at home.

No.
In fact, oftentimes they are judged by how well they reduce crime. A problem with this method is the measurements are often of "drug crime", "violent crime", etc. The crimes are categorized when they should not be, and this is often done by the press or media.
Someone will find some type of crime that the cops aren't handling, say, child service fraud by a fake daycare center, and find the cops are doing a horrible job with all the cases of child service fraud. This then puts pressure on judges and the mayor, who will request that this new type of crime become a category that they are judged by.
Eventually, there are tons of statistics that are constantly fluctuating. They don't need more crime in order to have the illusion created that there is more. The fact of the matter is, at least in the US, there is far less crime than there was 20 or even 50 years ago. It's just that (by the press at least) many of the crimes today are considered "sicker" compared to 50 years ago.
There's a saying that if you make something foolproof, a better fool will come around to prove you wrong. This is often the case with criminals and cops. If the cops get a new advantage, the criminals will adapt accordingly.
Also, please do not fall for the belief that there is such a utopia where there will be no cops, there will always be cops, even if crime as we know it is gone, they will just move on to punishing you if you don't behave or mind your manners.
We're pretty much at a time in this country where everything is really peaceful and you don't have to worry for your life, so you'll find that police are often responding to accidental deaths and traffic violations.

Lawyers and judges - same thing really, just different pay. As for the police - no. I thought the job was all about stopping crime. Or am I missing something?

What a stupid question. Of course not. First of all judges and police are gonna have jobs regarless, even if crime goes down. And attorneys make way more money off of civil suits. The money made to defend criminals is not a lot of money compared to other types of law. So the answer to your question, which was not thought out very well, is obviously NO!

Not to worry...the police catch them, the lawyers fight to free them, the judges set them out on bail as quickly as possible. The cycle continues. If they really wanted to stop crime they would get rid of the "Criminal" justice system and commence with what it should be and that is the "Victim" justice system.

If you are the victim of shall we say burglary and the police want to look efficient they will log 1 burglary but if they want more money they will log burglary, criminal damage, theft depending if you were in or out aggravated burglary this gives them a good or a bad clean up rate, they do this to certain criminals to.
Lawyers will make money whatever.
Judges are promoted lawyers with money.

What they want is to show how well they're fighting it. As long as there's enough crime to show a high number of convictions, they don't care.
Sample Advertisement for a Judge:
I sent 85 people to prison for felonies last year! Re-elect me!
(Notice that nowhere does it say if any were actually guilty, or if the felony was cable theft, etc.)

Great question. I believe they do. The stats prove it. Look how many liberal judges let rapists out, why?? so they do it again, arrest em again, make more money. I feel bad for cops, they arrest drug dealers only to watch judges let them off the hook time and time again. This is why im not a cop. Criminals are like revolving monies to judges, kind of seems like royalties. Notice when a pedophile or rapist is arrested, they have a record a mile long?? why???

In a word yes but I'd be doing the same thing if I could get myself in that kind of a position. Let's face it there is big money in it and a crooked cop, a judge that can be bought, or a shyster lawyer bring home like real big bucks. Their salary is chump change compared to what they "earn" seeking "justice American style".

yes of course. if there was no crime then the country would be bankrupt . politicians gain from our fears . if they got rid of all crime then they cant pretend to protect us from anything they even created terrorism so we would be more scared so we give them more powers to fight a enemy they created. the real criminals don't even get put in prison so they can keep them selves and the system busy . but if you don't pay your council tax then you go to prison.
