Welcome to love!!
I think that's nice.
Do you want to make the next step? It is fairly obvious she likes you otherwise she wouldn't look at you and play with her hair(a sign of nervousness).
If you want to get to know her, you need to take the initiative
and speak to her.
Next time you are at church, why not smile as you walk by and just say "hi".
Try to do this a couple of times you are at church until you can get the courage to go up and speak to her.
When you feel the time is right, just say "Hi, my name is _ _ _ _
and I have been coming here for _ _ _ years now - how about you? Just try smalltalk. Don't waffle on and talk too much about yourself. Ask her questions about what school she attends, what town she lives in, does she like coming to church, etc.
This is getting to know someone.
After a while, you may even be able to have enough courage to ask her out for a coffee(maybe after church) or invite her to a function the church is having on - say a music concert or something.
Take it slow and gradually you will get to know her more.
If her parents allow her to date, then ask her out on a date.
Good luck! :)

You can start by saying hi or hello.... since she's 15 she's too shy to initiate a conversation if she keep playing with her hair. Try asking her about your church since that's what you have in common. Hope this helps..good luck

just ask her out, and say youd like to get to know her better... plain and simple really but you gotta come off nice and confident but not cocky! good luck
