The humping is a dominance behavior and is not sexual.
The teeth chattering things is something males do when they sniff the urine to tell if the female is in season. They are dragging the scent over a gland in the roof of their mouths.
Small dogs are hump monsters. Most people do not correct them for it and just ignore it so they do it to anything that will let them.
Start correcting the dog for the behavior and get the one neutered. It will lower his risk of prostate cancer.

Yes. Humping is not always sexual, it can also be a way to signal dominance-a literal "I'm above you" in the pecking order. Since testosterone drives dominant as well as sexual behavior, being intact isn't going to help matters any. Neutering usually lessens this behavior but may not eliminate the behavior, since he's been doing it long enough that it's also a habit now. The more animals you have, the more likely that dominance and marking behaviors will occur-there's more pack issues to deal with.

The humping is not always sexual - although that's how humans see it. Usually between males or between females, it is just one dog putting the other in his place - saying "I'm boss over you." It's entirely normal.
Neutered and spayed animals are less likely to do it, although they do sometimes.
The behavior toward the cat is just curiousity and excitement. Don't worry about it.

It's a Dominance issue!! Female dogs will also hump other dogs to show their dominance!!

They're like most males :) They'll hump anything that moves, haha jk jk.
It is just one of those things male dogs do. Just like when they mark EVERYTHING to claim it as their territory.

It's a dominance issue between the dogs. They're not gay or anything strange like that! It can be play behavior too.
The chattering I have not seen. He may just think that the cats are members of his pack, and so tries to treat them the same way as dogs.

The instinct to procreate is indeed a powerful thing. Dogs ,as well as other living creatures, have been programmed by nature to want to mate. Even if the dog has been fixed, the instinct is intact. That part will never be fixed. Men are the same.
