I have lived in the Washington DC area my whole life. I think Silver Spring is pretty nice, and relatively safe. As a female, I have no problems walking around town, or the Silver Spring street on which my cousin Susan lives, even at night.
It also has a wonderful, eclectic town center with theaters, restaurants, and nice shopping. It is close to the metro, which is a plus for getting around.

Be advised, "Silver Spring" is a pretty large area in suburban Maryland. The post office considers some areas that go by other names to be Silver Spring (i.e. Hillandale, White Oak, Fairland, Wheaton, Glenmont, etc).
Parts of it are great, other parts not so good. I think most of Silver Spring is fine. I'd stay away from certain areas (around Castle Blvd off of Briggs Chaney Rd - I lived there for a bit and it wasn't great). I don't know anything about the two developments you listed, sorry. I think the Glenmont area in general is pretty decent.
BTW, the "core" area of Silver Spring is generally considered the area along Colesville Rd and Georgia Ave south of the Capital Beltway (I-495). Downtown Silver Spring is where these two streets meet. Also, there is no "official" Silver Spring border - it is not incorporated.

Silver Spring is very safe, but it can also be expensive compared to other areas around here. Most of my friends live there - it's got great neighborhoods, schools, shopping etc.

A purely 2d the "a lady". I also stay in PG county close to to silver spring. stated to be sturdy position, yet no longer constructive how sturdy is that. closer DC. down city is bit crowded yet present day architectures.. in case you bypass added north in montogomery county, then they're a lot less crime services. sturdy success.
