I like a someone, he is a client of the office that i work ,3 years younger than i (he is 23), we went out for i drink 2 times and he seemed interested in me but nothing happened , Then he sent me a message telling me that he is confusted this period and he can't start a new relatioship but he wants us to keep in touch. Is this the truth or is it something else that i don't see??

if he says he wants to keep in touch he is interested however since he says he cant start a new relationship.. he probably is already in one with somebody else and by "keeping in touch" he is basically making you his "backup" i would def not dwell on him find someone else.

I would say he has a girlfriend and is stringing you along in case he decides to break up with her

Or he will see if he can continue to see both of you.

When you are into someone - it is simple - you don't hide behind

or
I got scared cause i like you so much,.

Find a guy who;s not confused and who doesn't play games

There are lots out there.

If he says that's what he wants to do, then I'd say it's the truth. Men have problems that they also need to deal with, same as women. Remain his friend, but keep the relationship thoughts in your mind quiet, at least for a little while longer.

He's just not that into you. Don't take it personal. And don't try to keep communicating with him. There isn't any point in it. Move on. Keep yourself open to someone that isn't confused about how he feels about you. Not worth your time or energy. You are a great catch for someone. Just not him. Do something nice for yourself to get back on track. Get a manicure, a pedicure, your hair done. What ever it is you do that makes you feel good. And remember...His loss not yours.

He seems honest enough to say that he's confused at the minute and that he's not ready to get into anything with you. At least he didnt keep you hanging on. Thats a plus point for him.

Not sure. But maybe best you dont wait around for him.

I see no reason for him to lie to you at this point. You've only gone out 2 times, so I'd say find another man and just leave him be.
