Legally no ,but I'm sure a lot of people do it.How are you going to get a business license without the proper ID?
How are you going to get a health certificate for a store if you sell grocery's etc?You have to have a tax identification number to be able to file taxes and to buy wholesale.There's a lot more to a business than just opening the door.You seem to have initiative why not get legal and then be a successful business owner
that's the legal way

If your paperwork is not completed, no. Right now we have a lot of illegals here and while they believe they are getting a free pass...probably not.
Why, even if amnesty is given we have a nation angry. A backlash has been created that simply will not go away.
We have no problem with those who have "done it right". But for those who have cheated....we have huge issues.
Get a good immigration attorney. Be prepared to pay him, but it will be worth it. Ikbal, out of Asheville, North Caroline, is one of the best I have ever worked with. He is not cheap, but he is honest, straightforward, and gets the job done. If he thinks you do not have a chance, he will tell you. If you have any chance at all, he is your best bet.

You need to get an IT degree and then move to India. Change your name to Rick Patel. Apply to the USA for work in IT support so you can buy a house with a swimming pool and a new car within 2 years.

There are so many local ordinances that you would have to comply with that keeping the store open would be tough. I suggest contacting an immigration attorney to make yourself legal. It will be hard, but it can be done.
