I take it you mean that his eyes swell up in the mornings.
If thats the case he could have water retention or could just not get enough sleep.
If it's a problem take him to the Drs.

I am not really sure what you mean by "bug eye". Is it that his eye protrudes after sleep? If that is the case, you really should speak to your pediatrician. It might mean something is medically wrong.

Try taking him off dairy foods - it may well disappear.
