thats a broad question. you could make them as clear as you please if you remaster them with premiere, and it will stay in divx format if you like, but you can't make the resolution of anything higher than it originally was. if you are creating the video. just make certain it is in sharp focus all the time , and recorded at as high as possible resolution.
