Ok, it depends on what type of chi she is, if she is a deer chi then they weigh a little more then what everyone thinks of when they think of a chihuahua which is the little taco bell dog that usually weighs between 4-6 pounds. A deer chi can weigh more. But if this is like the little taco bell dog, she may have a thyroid problem or you are over feeding which can lead to a stroke or heart failure. Talk to your vet. If it is she is just an overly healthy eater he can put her on a diet to get her weight under control.

No, chihuahuas are supposed to weigh between 2-6 lbs. They are very prone to being overweight so I have heard of 10-15lb chis. If they're not overweight, then they're poorly bred or mixed.

By AKC standard, a chi should be 2-6 lb with 4-5 being more the norm. I have seen bigger chihuahuas. They can still be a purebred chi just be bigger than the norm. Just more chi to love, right?
