i also discovered i can pull out this affected hair with little or no pain, is this normal or is it a sign of any sickness?

Your doctor would need to look at this to be sure, but fungal infections of the hair follicle often cause brittle discoloured hair. Your doctor might need to send a sample of the abnormal hair to a pathology lab to confirm the diagnosis.
