Units of alcohol. It has no scientific grounding. It was a group of doctors, who decided to set limits on what people should drink. Given that current unit measurements are massively inaccurate, that they were devised when a standard beer was under 4% abv, it's not so much the units drunk, but the pattern in which they are drunk. A couple of glasses of wine each night will cause few problems, but the same quantity in one night is much more problematic.

The reason why women can drink less than men, is because alcohol is water soluble, it is more easily absorbed into muscle tissue, which men naturally have more of. So, if you are a muscular woman, you can probably drink more than a very thin woman.

14 units per week is the upper limit but any more than 4 units in one sitting may be considered binge drinking these days, that four glasses of wine (half a bottle). One or one and a half units per day while not pregnant is the healthy amount doctors say.
