A lot depends on what else you are serving/drinking and what you are considering hors d'oeurves. Potato chips and pretzils don't count for anything. Shrimp and pate count twice ... in other words it depends on how filling the food will be.
If you're serving dinner later, figure 4-8 per person dependning on male or female and 8-10 if no dinner is served.

Now this is based on our pals but we find the girls eat 5 or six then get to drunk to bother eating where as me and the boys tend to socialise around the food. Fat bar-stewards that we are.
About 8 per head, 6 if there small. Any left overs, hang over munchies.

Because (I assume) people will be drinking alcohol, they are naturally going to get hungry no matter what so better to have too many than too few. Go with the 20 or more unless you're serving dinner afterward.
