I live in the UK. Here a box of 12 condoms costs around £9-12 ($17-23). Yes, you can get them free at clinics, but it is a lot of hassle. You have to fill in forms, and wait in queues, then nurses try and push you into having smear tests or STD tests done - and this is before you have even had sex. When I was a teenager, my best friend felt humiliated after going to these clinics so she never went back and continued to have unprotected sex. Luckily she never caught anything. I also went to three of these clinics when I was 18 and was shouted at - yes, shouted at - and refused the contraceptive pill because I wouldn't agree to all their prodding and probing. They certainly like to blackmail teenagers so they can get their figures high and be rewarded with more NHS money from the government.
Luckily, clinics in the US don't have all this competition so it's easier to get condoms and pills from clinics. But France certainly has the right attitude if they have reduced the price of their condoms down to 20 cents each. The UK government is naive if they haven't figured out why pregnancy and STD rates keep going up.

Condoms are not fool proof. Had a friend with AIDS and his doc told him the only safe sex is no sex. Condoms can have a pin hole in them and that is big enough for HIV to get through. Also condoms can slip off inside a woman and there went all the protection. They also break. It isnt worth the chance you take.

In NA most AIDS is spread by sharing needles and those who intentionally choose to have high-risk unprotected sex.
AIDS is such a bloody political disease, as far as NA is concerned governments have done and do plenty. You can't help people who won't help themselves.
Africa is an entirely different story.
