China, Szechuan and Hunan province. Shredded beef are marinated and deep fried, Then sauteed in a sweet and spicy sauce.

It's a Chinese dish, not sure from which particular region. Bit more info for your project: restaurants make it by cutting up the beef into thin shreds then 'wring' out the blood using a cloth. Let's just say the cloth gets used quite a few times and not just for wringing out beef....

It is Szecuan , a Chinese province , you can get it in somewhat
up-market Chinese restaurants !
