good places to look are at party shops like "Lombard the Paper People".
Alternatively, I'm aware that you're not keen on online shopping as i too until a few months ago never was. But the thing is that online shopping provides a much bigger variety, is much cheaper and is convenient as it saves you travelling all over town to find those decorations.
I recently hosted a "asian theme" party. I bought paper lanterns, tea light candles, noodle boxes, chopsticks and many other bits and pieces. i purchased my items through www.ebay.com.au.
It is an Australian website, and there are a lot of sellers in Sydney, meaning postage will be very cheap and some may even offer a "pick up option" instead of postal delivery, saving you money. Ebay has a great range of items, in various colours and designs.
Before ruling out online shopping completely, be sure to take a quiick look.
They even have a "Want It Now" section, where you can post a listing for what type of items you're wanting to purchase, and sellers will then email you and let you know what they can help you with.

In many Chinese supermarkets, they have such lanterns but we use them mostly for Mid-Autumn Festival or sometimes for the Lunar New Years or Lantern Festival. Check your yellow pages, but if you are in a smaller town or city, check one of the larger cities near. Even here in China, you have difficulties after those holidays....Japanese or Chinese restaurants may also help as they recieve brochures from wholesalers for holiday decorations (as American stores get flyers for holiday decorations). You can make chinese lanterns out of wood and rice paper. Just make a box frame out of wood and staple rice paper to all sides.

summer fest u can do like a carnivalish theme with a little teen spice into it have some caterers or friends who wont mind and put them in like a little spicy clown outfit then do all sort of circis stuff remember add a lil spice to it

take a metro and go to china town.or maybe go online don't buy anything pressfind location to the nearest shop.

Not sure if Ikea is located near you but they carry lots of lanterns. They also sell chinese utensils.

IF YOU HAVE A CAPPLES WHERE YOU LIVE THEY HAVE EVERYTHING . YOU MIGHT WANT TO TRY A SEARS ALSO IF YOU HAVE ONE THERE . ANY PLACE THAT SELLS CRAFTS WOULD HAVE THIS .OR TRY A HOBBIE LOBBIE IF THERE IS ONE THERE AND THEY ARE REASONABLE .
